Pario inspects road construction
PALIN, Apr 18: PHED & Water Supply Minister Takam Pario yesterday inspected the ongoing construction of PMGSY road from Paka (Langdeng) to Riambang stage 1. The project is scheduled to complete on March 10, 2016. He was accompanied by Govt officers and public leaders during his visit.
Expressing satisfaction over the work progress, the Minister said completion of about 50 km formation cutting in this tough landscape within 12 months is not a matter of joke. He also lauded the design and specification that has been maintained in road construction.
The personnel of road implementing agency highlighted about the work progress and hoped that the road construction will be completed within the stipulated time frame.

Irregularities in DPR alleged
ITANAGAR, Apr 18: Alleging irregularities in the construction of road from 51km Holing Point to Sawa CO HQs under East Kameng district, the Bhartiya Janata Party (BJP) East Kameng District unit has demanded the concerned authorities to look into the matter.
In its representation to the Chief Executive Officer, RWD, Itanagar, the BJP Unit claimed that ongoing construction works are not being carried out as per DPR besides work has been stopped since three months.
The BJP Unit urged upon the CEO to personally look into the matter and direct the executing agency to carry out the work as per DPR.

NSS unit of CHF organizes blood donation camp
ITANAGAR, Apr 18: A total of 57 units of blood were collected during a voluntary blood donation camp organized by National Service Scheme (NSS) Unit of College of Horticulture and Forestry (CHF), Pasighat in collaboration with the General Hospital, Pasighat today.
Blood was donated by NSS volunteers, staff and faculty members and their families.

Initial investigation confirms Army molestation of Arunachalee women at Taraso

Taraso, Apr 18: Initial investigations by the state Police have confirmed the involvement of the Indian Army in the alleged molestation of three women on April 6 at Jullang village in Lower Taraso, Papum Pare. The Police source refused to reveal details but they told this daily that they know which Unit of the Indian Army had come and left the village on the day, the incident took place.
The statement of the police is in sharp contrast to the claims of the Union Minister of State for Home affairs, Kiren Rijiju who posted in a Social Media network that it was a “drama of false accusation against Army at Taraso”. Army is not even present in that area, forget about deployment and harassment, writes Kiren Rijiju in the post.

The police also confirmed that two vehicles (Tata Sumo) came at midnight and took the personnel away at 12 AM. The Army had released the truck that brought them to the village.
The molestations, according to the women happened between 11 PM-
A 17 year old mother, who was molested, does not remember the date but she says that it was a Monday night when two people knocked on her door. She was sleeping with her one year old child and her elder sister when two Jawans came to her house. While the one in the uniform waited outside, the other entered her house and started to molest her. Still groggy, she and her sister managed to raise the alarm. “They ran towards the Panchayat office”, she said. The Panchayat office is barely 200 meters from her house.
When asked why she did not report it to the authorities, she said “you can’t take on the mighty Army”. And I am a woman and was not sure how the villagers would react” she says.
Another woman, who is in her fifties, tells her horror of finding two army men inside her house. “They just barged into my room which was not locked. Even before I could figure out who they were, they started misbehaving. I was too shocked to realise what was happening”.
After sometime, both the personnel were picked up by their colleagues in the sumo.
The mother of five grown up children was the first to report the case to the local police. “It’s a sensitive border area. I was scared of the repercussions. Even a small event flares up here” she says with helplessness written large on her face.
Another lady says that Army entered the bedroom when she and her husband were sleeping and misbehaved with them. They focused the torch on my face, so I could not see anything or anyone. Later, they dragged my husband out. There were many of them, she says.
Gram Panchayat Member Nabam Takang said that Army often come to the village and take shelter in the incomplete Panchayat office.
ASM Chairperson of the area, Panye Takang has strong words for the Army Personnel. “The Army should mind their business and dare not touch our women again or harass our men”.
The Gaon Burah of Jullang Techi Doji said that Army have no right harassing anyone. They should just do their job and leave”.

APSWC tells Army not to harass villagers while discharging duty
ITANAGAR, Apr 18: A team consisting of Arunachal Pradesh State Commission for Women (APSCW), Papum Pare District administration and Arunachal Pradesh Women’s Welfare Society (APWWS) today met the villagers of Jullang, Lower Taraso following reports of alleged army atrocities and molestation of three women on April 6.
The APSWC, APWWS met all the three women at the village, who have been left scared and scarred because of the incident. All of them told the team that due to fear of retributions by the Army, they did not go to the Police to report about the incident early.
Though the incident happened on April 6, it was reported only on April 14 to the authorities.
Deputy Commissioner Tai Kaye also met the women and recorded their statements. He has to submit his findings to the state government soon.
Later, the team met the villagers at Taraso Secondary School.
APSCW chairperson Mitali Tingkhatra while addressing the villagers said any incident should be reported to the authorities. She said that the Commission will ensure that women and children are safe and well taken care of while adding that Army atrocities should not be tolerated.
She further assured to conduct a legal awareness workshop for the villagers.
The DC also called on the people to report any incident to the authorities. People need to stand up against such atrocities, he said.
Vice President APWWS, Goter Tali called on the women to come forward in order to lead the villagers towards a peaceful and safe environment. She also said that violations should not be tolerated.
Meanwhile, APSCW in a separate statement said that involvement of Army have been established beyond doubt. They said army, while discharging their duties should not harass villagers, particularly women and children. The Commission urged the state authority to form a special investigation team and indentify the personnel involved.
Kani Nada Maling, the legal counsel for APSCW and its member secretary Higio Yami were part of the team that met the villagers along with EAC Chuku, CO Taraso Kipa Raja, SDPO Dr Neelam Nega, OC Balijan Police Station, Hano Chatung. The Speaker of AP Legislative Assembly and local MLA Nabam Rebia is slated to visit the area on Monday.
Meanwhile, the DC and the SP Papum Pare met the army officials today at Halem, the nearest Army post to Taraso.
NEFIS demands judicial probe into alleged molestation case
ITANAGAR, Apr 18: The North-
“On April 6, 12 Indian Army personnel molested three Arunachalee women in Jullang village. But sadly, none of them have even been identified yet by the local police,” stated NEFIS in a memorandum submitted to the Resident Commissioner of Arunachal Bhawan, New Delhi today.
“The state government holds the responsibility of safety and well being of its people, but this incident shows total failure on the government’s side. Women are being attacked by the Army at midnight. But the government has not set up an independent judicial enquiry into the case,” lamented the Forum.
While demanding immediate arrest of all the army personnel involved in the incident, NEFIS said that the State Government should seek permission from the central government to prosecute them.
“Since AFSPA has been extended to different districts recently in the state giving armed forces legal immunity permission has to be granted by the central government to take legal action against the army personnel,” the memorandum said.
The Forum also threatened to take the issue to national level, if not heard, and launch democratic movement for fulfillment of demands,” the NEFIS release added.
It also demanded the State Government to write to the central government to roll back AFSPA from Arunachal Pradesh.
The Forum warned that if their demands were not paid attention they would take the issue to national level and wage a struggle against such atrocities.

While submitting a memorandum, SBAP president Tony Koyu, apprised the minister about the ground realities for promotion and preservation of cultural heritages of Arunachal tribes. He informed that folklores, traditional arts and crafts, indigenous systems along with tribal literature and languages are on the verge of extinction due to onslaught of western culture and modernity. “Despite mass cultural movement for last four decades by the likeminded tribal people of the state, we are unable to come out with any tangible result due to financial crisis in our state.”

State level review meeting on ICDS and other schemes

ITANAGAR, Apr 18: Women and Child Development Minister Wanglin Lowangdong has called upon the officers and officials of his department to implement the women and child development schemes with the best intent, sincerity and honesty for the benefit of women and children.

He also advised the department to celebrate children’s day and International Women’s day to create awareness in the state.
Parliamentary Secretary, Karya Bagang, who also attended the review meeting, advised the department to reach out at the grass root levels, so that all the benefits are received by the women and children.

Introduction
It is said that with every book you buy, you add a millimetre to your mental stature. This saying reflects the true worth of books. But of course there are types and types of books and knowing to choose those books which will help add to our knowledge and wisdom is another reflection of our own understanding and maturity of judgement.
A man who knows how to read has it in his power to magnify himself, to multiply the ways in which he exists, to make his life significant and interesting. Thomas Jefferson wrote in one of his letter that people who read can be free because reading banishes ignorance and superstition. To the question “Who leads mankind,” Voltaire answered, “Those who know how to read and write”.
Books are man’s best friends because they reveal a hidden store of valuable thoughts and ideas that have been produced after much contemplation and serious reasoning. Reading is to the mind what exercise is to the body. In fact as Carlyle says “The true university of these days is a collection of books”. No man is born with ready wit. He acquire it by perusing through ideas of great men who lived before him and stores that wisdom in his mind to reproduce it at the appropriate time. We have all gained immeasurable from the thoughts of our ancestors. Had there been no books, we would not have had the advantage to read about the past.
Value And Benefits Of Reading
Reading has a crucial role to play in the life of a man. The value of reading is tremendous to him at every stage of his life. When in school, reading is the most single study tool. Next to the teacher, the textbook is usually the principal educating agency contributing to pupil’s success. A child acquires standards of behaviour and moral values through reading. He broaden his interests, tastes and understanding of others and starts learning about personal and social adjustment. At a later stage when he is young, reading helps him to become independent of parents and teachers to select and prepare for an occupation and achieve social responsibilities. In adulthood, reading plays a increasingly greater role in promoting social awareness and growth. In still later age, it is the highly favoured form of recreation. Above all, reading is essential for fuller personal development and enrichment of life .This is why Ruth Strong has been led to remark that “reading provides experience through which the individual may expand his horizons; identify, extend, and expand his interests; and give deeper understanding of himself, of other human beings, and of the world”
Reading is essential for the democracy of any country to survive. Illiteracy leads to ignorance, ignorance leads to deprivation and deprivation leads to disintegration; reading mitigates ignorance and is a potent force for national integration. Therefore, a good general level of reading ability is essential to the working of democracy. Reading is also essential for international understanding and developing a sense of brotherhood. It allows us to share the common stock of knowledge built by different nations of the world. It provides us a vision of the world where an event occurring in a distant corner of the world has its repercussions in other parts of the world. This vision ultimately helps in understanding the events, situations and activities in international context.

Nature Of Reading
What is reading? What is its nature ? In simple words, reading is the process of looking at a series of written symbols and getting meaning from them. When we read, we use our eyes to receive written symbols (letters, punctuation marks and spaces) and we use our brain to convert them into words, sentences and paragraphs that communicate something to us. It can be defined as the art of interpreting printed and written word. However, it is not a simple and mechanical process. It is a much more complex process. It brings into play a number of higher mental processes. These process includes recall, reasoning, evaluation, imagining, organising, applying and problem solving.
Reading can also be said to be a thinking process. Reading stimulates thinking, enriches it and gives rises to further new thinking. When a man reads, the symbols on the printed page excites the mind to react in many ways involving processes, such as, perception, recognition, association, comprehension, organisation, evaluation, retention and recall etc. The main purpose of reading is the evolution of the thought process from its natural and primitive thought process to the more elevated, creative and imaginative one.
Reading also involves assigning meaning to the symbols. Meaning does not remain inherent in the words. It resides in the experience of the reader. The word is only a symbol for an idea. Its meaning depends upon what is in the mind of a reader. This is why it is essential to build meanings into the mind of the reader before he can read even the simplest passage. In other words, reading involves the identification and recognition of printed or written symbols which serve as stimuli for the recall of meanings built up through past experience.
Book As A Source Of Reading
Reading needs access to a source which contains printed or written words. None can deny the fact that even today the primary source of reading is still contained in either a book, journal or a magazine .Question have been raised time and again about the relative importance of books as against the newer media of information and communication technology viz. radio, television, cell phone, computer, internet. The invasion of new media of information and communication technology is seen as an threat to man’s interest in reading and children in particular, who are carried away by the new media.
However, despite of advances in production and delivery of electronic information, the printed book publishing industry continue to thrive, people still read books actively or passively and books will continue to maintain its unique and indispensable position within the media mix and alongside the screen media. By the way, how can we forget the assumption that cinema halls and theatres will be closed by the arrival of CDs. But it was not so. Similarly, even though we have laptops, kindles, the pleasure of reading a book in the libraries is totally a different experience.
“Printed material provides the most illuminating and varied records of human experience that are now available; and they can be examined and restudies time and again at the reader’s convenience in acquiring clear understanding , in developing rational attitudes, and in reaching sound conclusions. Some of these values cannot be attained so effectively through other media because the individual is not free to pause and deliberate at will”. [Williams, Gary]
Books convey information with more penetration then to electronic media. When a person reads a book, he feels engaged and occupied far more deeply then viewing television or listening to radio. As a result of it, retention of information conveyed by book is more enduring. Not only this, a reader while reading a book, has to make creative efforts to receive the message, to reconstruct it, to interpret it, and to absorb it into his thought pattern. He remains in constant dialogue with the author by interpretation, reflection and retrospection.
Role Of Libraries
How to make books available to the reader is the next question which arises naturally. The answer to this question leads us in the domain of the role of libraries and librarianship.
“Libraries exist primarily because other media of mass communication are constrained by time; the message is on the wing and lost as soon as it is produced. Capturing messages and making them available to a public, or a community, that has neither the time nor the financial wherewithal to do it for itself, justifies the existence of libraries and premises their continuation.”
As far as librarianship is concerned, it is the profession that devotes itself to bringing books and related materials containing messages into the common life of the world. It has been rightly claimed that “ the materials librarians work with are the materials which furnish the understanding, knowledge and reason that can inform the mind and direct the will to meet the challenges of the times, to fit oneself to its compulsions, and to discern and guide the forces that are shaping the future”
Education is a continuous process and it does not end with completion of formal education
in school or college. As the body needs food to nourish itself, similarly mind needs
food, and the books are the best food for mind. A man needs to continuously update
his knowledge and for this it is essential to develop reading habit. Libraries have
a crucial role in promoting reading habits. The main aim of education is to produce
young men and women who are capable to face the challenges of life, who will be disciplined
, enlightened and useful citizens. However, all the aims of education cannot be achieved
through formal classroom teaching alone, as formal education is only a starting
point for further acquisition of knowledge through self-
Libraries are the institutions to play a pivotal role in self-
Once a student starts going to the library, he must be converted into a regular user of the library, so that use of the library becomes a matter of habit. All efforts must be made by the librarian to achieve this goal. In a user friendly library, the task of converting a member into regular user becomes easier. Once he becomes a regular user of the library, then it becomes possible to inculcate in him a taste for reading. At some state, it would take the form of a reading habit. In today’s changing information society, innovations are going on regularly, libraries being the information centres should adopt the new technology in favour of the library to promote reading and attract the user community towards the libraries to make best use of the rich resources and services available in the libraries. To achieve this, library staff should work as a team and the library should be provided with the required infrastructure to create an appealing environment so that the user visits the library again and again.

Lastly, it can be safely included that reading is essential for one’s personal development in particular and social progress in general. It sharpens the intellect, refines the emotions, elevates taste, provides perspective for future and enables an individual to participate in social and political life effectively. The habit of reading is a sign of culture. There is no doubt that it is at the school stage that a student has the best chance to inculcate and develop reading habit which would last for the rest of his life. Libraries have a crucial role in initiating and developing reading habits. A user friendly library under a user friendly librarian is the best place for a school going child to cultivate reading habit. Swachh Vidyalaya Abhiyan should not confine to paper only: MHRD official
ITANAGAR, Apr 18: Dr. Satbir Bedi, Joint Secretary, School Education-
The scheme should not be confined to papers only rather it should gain momentum, Dr. Bedi said while addressing a gathering of officers and officials of education department at Banquet Hall here yesterday on conclusion of her two days visit to the state to review implementation of the scheme.
To give a boost to the programme, she said that the ministry of MHRD will also seek support of corporate sectors to undertake the project through their corporate social responsibility programmes.
Expressing her satisfaction over progress and pace of the all ongoing construction works of toilets under Swachh Vidyalaya Abhiyan in various schools, Dr. Bedi laid emphasis on the quality of construction.
Earlier, Dr Bedi met the Chief Secretary Ramesh Negi and Secretary Education RK Mishra and discussed on issues and concerns pertaining to the Education Department besides the status of the construction of toilets under the Swachh Vidyalay Abhiyan.
The CS affirmed the visiting Jt. Secretary to expedite the construction of toilets to complete within the given time frame.
Dr. Bedi also held a review meeting with all directors and senior officers of the Education Department wherein various matters related to construction of toilets, monitoring and supervision by the departmental authority for quality construction were discussed at length.

Tawang Cong leaders flay Land Acquisition Bill, stage dharna
TAWANG, Apr 18: The Congress leaders of Tawang district have vehemently opposed the Land Acquisition Bill 2015 of the BJP led Govt and condemned the BJP manifesto during Delhi Assembly election wherein the people of the North East are described as ‘immigrants.’
Addressing a rally organized by the Tawang District Congress Committee (DCC) at Congress
Bhavan here yesterday, DCC President Ngawang Sempa spoke at length about the ‘draconian
clauses’ in the proposed Land Acquisition Bill, 2015. He explained the participants
of the miseries that will befall on the land owners, particularly the poor villagers
with the enactment of the Bill in the present form. He raised the issue of abolishing
the consent clause of 70-
State General Secretary PCC Byabang Nukh who also attended the meeting spoke on ‘discriminatory attitude’ towards people of North East in Delhi by the BJP. He condemned in strong words the term “immigrants” used by the BJP in its Delhi Election manifesto.
Tsering Tashi, President BCC Lumla, Tenzing Monpa, President BCC Tawang and Yeshi Phuntso, President BCC Jang also spoke in the meeting. The party workers and Panchayat leaders were also present in the meeting.
The meeting ended with staging of dharna outside the party office at Tawang against the discriminatory and arbitrary attitude of the BJP led Government at the Centre. The party workers and Panchayat leaders also attended the meeting. (Mon Tawang vigilance)
